Activision need to ensure email 2FA is on for everything like Steam does. Security should not be optional and community moderators should be nominated to be able to log support issues. Many older Call of Duty games have serious security flaws and bugs that go unfixed.
I also previously called on Activision to stop banning linked accounts. The linked account ‘feature’ does not allow cross-play without repurchasing the game and therefore is largely for marketing. Heaps of people are alleging false bans over a feature few asked for.
Unfortunately, most in these forums, declare everyone a cheater, instead of holding Activision accountable for their terrible support.
The other thing I wondered is, are activision able to see the ip addy of the player. This should be able to show that the battle.net account is accessing from another ip, very probably even a different continent, to the steam account access. This would prove a hack i guess, or at least indicate it.
Activision has every type of log required to investigate this.
No one here can help you besides telling you to talk to Activision support.

Thank you man. Got unbanned after BBB complaint and account recovery.
