Recommended RAM is 16GB, and minimum 8GB.

11GB is enough, the game has an issue unfortunately. I have the same problem at 12.8GB being used for COD.

11gb is on the low side these days. If you have at least 16gb you should be good. Its sort of the playable min with most stuff. 2 8gb sticks. If you got at least that much then maybe check your virtual memory. That its at least TURNED ON so that windows can expand it but if I were having these issues id set it to manual and like 8gb expanded up to 16gb on the harddrive the game is on provided you have the drive space. Then play and see if it persists. If you have the space on the harddrive. Be the first thing I would try. We should be able to figure it out if its unplayable for ya.
POST PC Specs. It will save a lot of time if there is some glaring obvious issue being overlooked.
