Honestly, you are about to get a lot of people telling you to "upgrade your trash PC" I run a 1080TI and 5600x not amazing specs but, my PC runs this game at 100+ FPS with 40% CPU and 80% GPU. (due to my VRAM target) realistically your GPU should be at 100, both are safe to operate at full. So if you are having performance issues you weren't before, try re-installing, try re-downloading graphics drivers (if you don't know how to do so, look up on youtube "how to install graphic driver for *x* graphics card". But it might not even be your PC, just start with your graphics driver, and game files. if that doesn't fix it. It's the games fault. Those are the only two variables you have control over (people will tell you, oH maYbe yoUr HardWarE is DyINg) Hardware death comes with A LOT of other issues you'd notice, it's 100% not your hardware, it's either drivers or corrupted game files, OR Activision changed something that your PC does't like. (Which isn't your fault, there are just so many architectures, different CPU bridges) that's why we have "drivers".
I should add, it could be something as trivial as the game turned on a graphic setting by itself like Nvidia image scaling, Intel Xess. Or one of the other many upscaling techniques they have (which both effect GPU and CPU)

Have:
Intel i5 10400f
amd rx 6600 xt
16gb ram

Tried every every settings as u say Nvidia image scaling, Intel Xess, FSR 1, FSR 3

same high cpu and gpu usage but i thing fps is same as before

Those are good specs, but. Once again you could go try and re-install your graphics drivers, you can find them on AMD's website just look up AMD rx6600xt drivers! if that doesn't fix it, it's the games fault.
or I should say look up on youtube how to redownload your graphics drivers for your card (graphics drivers constantly update, near monthly. So it's good to keep it up to date and learn how to do so.

I know this is a couple weeks old, but there was an Nvidia driver update right when season 3 started. I was having the same issue, & installing the driver update fixed everything.

To download & install the driver update, just open the Nvidia app, & go to drivers. The update should be there.
