If you check it by ban appeal and it says account under review then yes you were.

If it says no ban detected then your good.

I included links above it could just be a network issue for you. I am in united states as well and don't have a issue finding a match at all.

If your shadow banned just keep playing normally your ban would be removed quicker if you keep playing.
