Difference between Bleedout and Team Revive

When I create my Private Game.
If I choose Bleedout ,then I can revive downed players.
They sorta look injured on the ground ,and I press F key ,I think for a few seconds and they revive. I think they can be shot and finally killed in this downed state -then I cannot revive them.

BUT if I choose Team Revive then it seems I cannot revive downed players.
They just look dead and pressing F does nothing.
Is there some trick to using the option Team Revive?

I tested Team Revive in

MW2019 and MWII

where it works correctly in private match.

Is Team Revive not working in MWIII?
