frame stuttering

I have been having cpu and gpu time lag spikes making my frames drop from 180-200 to like 30 and it makes the game stutter so bad its unplayable. i fixed it by resetting my gpu drivers the first time, then by uninstalling and reinstalling the second time, and now neither option works. I know it isnt my PC because it runs every other game i play at 250+ frames perfectly. I havent really found anyone else with this issue and im really not sure what to do.
pc specs ( AMD ryzen 5700x, geforce 3060ti)

same bro after this new update i lost mad fps idk why normal 160-200 im sitting at 20 in menu in like 90-100 in game, any fixes ?
