See if this folder is set to read only.
You need to play as an admin to be able to read and write to this folder/files.
Either log on to windows as an admin, or, set steam and cod HQ as admin (.exe files)
Or, you could see if this folder is saved by Onedrive in the cloud.
Then the game can't read from it and use default settings.
You could delete the folder call of duty, start game, set your settings and close it.
Start game and see if the settings are changed or still default.
go to MW2 or DMZ type your settings then back to COD HQ and import settings form MW2 if you lost old settings .. This game is broken
