Anyway, uhm... Can you retry the VRAM scale? My guide already explains how you should be doing it but to save time...
There's a bar to the right.
White lines, grey lines, no lines.
Make sure when you're tuning VRAM scale that it doesn't go below, only slightly above the WHITE lines. If it's too far, try increasing the Texture Quality, it has little to no performance loss.
If that doesn't work out for you, I guess you need to tune the CPU stuff? You have a pretty beefy CPU, so it might be misconfigured in teh config files. Again, my guide covers that.
