"update requires restart" is not new. They've done this for years, even without the HQ and on both Bnet and Steam.
But let me guess you're a marquee player.
Cold War used the old engine but this goes back further than that set of games.
Also no I heard from the guy advertising he just switched to Bnet and that everyone should do the same, because his game would no longer "profile sign out" and would no longer update requires restart... but I could be wrong about it not happening on their launcher. Still my point stands it's for changing something in your files as that's the only reason you'd have to restart. And if you say it's cheater protection I STG, Activision knows exactly who is and isn't cheating because their system uses a master game copy located on the server, and cross references it with your game copy actively. If something changes or is wrong it will "detect" you. What they do with that information is up to them. The system is literally unbypassable and it's what they have patented for the cheating detection as of 2019.
It happens on Bnet as well. It all started when they moved to using their own authentication servers to do everything.
And most of it is playlist updates, small (1 or 2 minor) bug fixes but not Ricochet stuff.
Update that says need to restart is because of the small updates that happen in game when they remove or add a mode or fix something or update the store or update the modes or remove something from store.
Which is why you have to restart. You can't expect to play a mode that was removed or see a bundle that was removed which is why they make you restart so you can't get something you shouldn't have.
You would just have to follow the developers on Twitter or check their trello pages.
