I unlocked the "covert sneakers" armory unlock in warzone - why can't I equip it to my loadout?

Question is in the title. It doesn't show up as a usable perk in my loadout.

You are using "The gunner West" for 2 primary weapons.
That is the only setup that dont have this perk. Use Overkill instead, when you need 2 prim weapons and shoes

I can't even find the covert sneakers in the perks. I restarted the game but still couldn't find it

interesting in zombies I found a "locked diary shrouded in mist"i don't know what it's for so it fits in my stash waiting for the key. or whatever.....
