Any kind of macros / scripts of this nature is likely to get you flagged from now on.
It's not just the virtual controller. It allows you to load scripts / macros for each individual gun, eliminating all recoil, and allows full auto fire for semi auto guns. It's blatant cheating.
I think macros that allow for triple tap etc should also not be allowed.
Play the game as intended or don't.
I dont use the macros for COD specifically, I have macros for my keyboard for recording, controlling my volume on the fly, etc. I use it for other games too where they don't have as much customization like rainbow six where they don't let you assign crouch and prone to the same button. Macros are 100% allowed in the terms of service for COD as well. Would be pretty dumb to not allow a software for macros especially on PC of all platforms. There has to be a software that creates macros like adjusting volume on the fly or more than one keybind per key.
