steps: erase the phone number and put the same phone number again, and the game is working and account verified... i hope that info help you (srry for my english)

and change the phone number by the same.
erase and add the same phone number, follow the steps and u are able to play again...

I tried that, but now Steam won't let me re-add my phone number again. It never sent the SMS confirmation code, and is now telling me I tried too many times and have to wait a whole damn week to try again. Opened a steam support ticket 14 hours ago, but zero response so far... I just want to play the damn game I paid for....
This has worked for me and about 7 of my friends. Since its consistent I assume this should help most if not all of you.
TLDR: Remove your phone from steam, add it again, wait 24 hours, verify from in game.
Now i can login everytime without any issues, problem was solved after 1 weeks off continously phone verifications.
