Armory Unlocks Not Working Across Weapons

As the title states. I've leveled everything in MW3 to max and have Interstellar. Been done with the grind for awhile, but upon going to other guns to try to mess with some loadouts, I notice that some things from the Armory aren't unlocked. For example, the 9MM AET Rounds for pistols. It says to unlock them via Armory for the WSP Swarm via Level 7 OR to unlock with Armory. Well. Considering I have Interstellar done, wouldn't that imply I already unlocked it on the WSP so why isn't it unlocked across the board for use with other things? Anybody else having this issue?

I had to unlock the silencer that only have silence and no negative side multiple times.
