That is a crash. If you could play this game from start, it's a problem on your computer.
All the things you write you did, is usless and will not solve it.
If you can't connect to servers, something is blocking the game on your computer.
Check what was updated and/or installed right before you get this error.
The answer is somewere in this periode.
Is it Antivirus, firewall, thirdparty anticheat - blocking COD HQ???

Do your ISP deliver IPv6 or is it just passthrough, then you must set this in your router.
I saw that there were many complaints about the internet provider I used. Users have opened threads on reddit and many people cannot access CoD and RainbowSix for the same reason. I think the problem is not caused by Activision this time :(
