I fixed this yesterday by doing a rule on windows firewall, like steam and game create the rules in inbound, you have to copy that and do the same rules in the outbound Firewall.
Or search on reddit for the issue, i was seeing much people solved this by deleting the "Call of Duty" folder in "Documents" while the game is close, relaunch, you have to reconfigure something but work for party joining.

In Privacy - It seems that when you set it all to OPEN, you get these problems.
If you change it to Friends and channels or another then OPEN, it works.
Maybe try different on these settings...
I saw this in an earlier post when playing MW II, some time ago.
I have no problem with it all set to OPEN
In Notifications alerts - set all to ON
Well If you don't want completed challenges to pop up when in fight... OFF
Only once I can remember it blocked an enemy and i died because of it. But. i have it ON.
