AFTER UPDATE I HAD THE SAME SITUATION, NOW THE GUIDE.
1) OPEN SETTINGS
2) NETWORK SETTINGS
3) IMPORT SETTINGS FROM MW2
4) DONE!
NOW YOU CAN JOIN PARTY INVITE AND JUST JOIN YOUR FRIENDS PARTY!

UPDATE IT TO THE LATEST UPDATE, LOG IN VERIFY CROSS SAVE WAS ENABLED
GO BACK TO PC LOG IN AND IMPORT MY LEGACY ACCOUNT FROM MW2 AND IT FIXED IT
I've read tons of forums trying to figure out this issue and I believe I've found a solution.
I had tried verifying files, reinstalling, deleting the documents folder, importing MW2 Legacy settings and every single thing you could think of.
I had seen a couple of people make mention of having a clan tag assigned from years ago on a different platform.
Having no idea what platform or when it could have been, this is how I fixed my issue :
Logged into my Activision account from web browser. Unlinked from all platforms.
Relaunch game from desired platform, login to Activision when game loads and boom!
Working!
I can now join parties and be joined by others!
works for 1/4 of the people but not the remaining 3/4 people trying to party up

This problem has been occuring since MW 2007. lol Back then it depended on the NAT-Type you had. Now it doesn't display it, but still the same problem essentially.

Me and my friends had a lot of issues joining each others lobbies. Some had no issues, but two or three players where noy able to join but we could join them. Two members could not play at all if we tried to merge lobbies. We tried reinstalling the game completely, reinstalling windows and the game completely, reset routers, reset modems, checked NAT, checked network quality and more. It did not help.
Today we found the fix :)
All players had originally installed warzone through blizzard battlenet. When we uninstalled the game and battlenet client and used the steam client instead, everything worked :)
