Steam Won't Send Code via Text

So I've been trying to play the new CoD that just came out and its making me add my phone number to my steam account to play. No problem. I go through all the steps but its not sending me the code. I've been waiting 30+ minutes, I've tried my gf's number and I get the same result. Does anyone know how I can fix this??

i think steam does sending codes when you click on send code but its your phone operator no forwarding to to you but there is also another thing your phone must be post paid not pre paid
