You can find others in the game once you load in and get up to a squad of 6.

My group can't play together, it was the whole reason we got the game, everyone loved cold war zombies.

Yeah, this seemed really misleading as it was advertised. My friends and I discovered this last night as well. :/ You can assimilate with other squads on the same map for up to a 6-person team, but that doesn't help if you and your six friends wanted to start from the lobby from the get-go. Not cool. :(
