Paypal stuck on loading when attempting to purchase cod points.

When attempting to purchase cod points, paypal will gets stuck with an infinite loading screen. (the one with the lock in the middle and the blue goes around it.) I have restarted my pc, validated the game files, logged in and out of steam, removed the payment method and re-added it, everything. But it just refuses to work. Any tips?
