Game black screens second monitor when focused

I have a dual screen set up. When I have MW2 focused on one monitor, it will make the other blacked out. If I hit the windows key I can still see the second monitors interface.
This has only happened with MW2 in my experience. If I boot up something like rocket league I can have both the game and the second monitor viewable. I have tried changing from fullscreen exclusive, borderless, changing the display to the other monitor but whichever monitor doesn't have the game, is black.

Has anyone else experienced this issue?
