Fix: update your BIOS! Be careful when doing this make sure the update goes along with your motherboard.

gpu temp is 35c and cpu temp is 39c it literally reboots once its loading up then the screen goes black

starting happening to me 3 days ago since then i couldnt play at all. it will ask me to if i want to run the game in safe mode. i choose yes or no then once the game is loading to boot my pc reboots. i verified files so many times and updated windows, removed ram sticks and all idk whats going on

Try to set all about hypertreading in bios to AUTO. Also in GPU controlpanel.
Disable XMP, if that is enebled. If you need higher Ram speed, set a fixed value.
Play this game as admin, in windows and in steam. Uninstall free antivirus.
Use windows security instead. Much better. I have used it since 2009.

EDIT: I saw one wrote about problem with Samsung NVme M2 SSD. He had to buy a new one. It had fault and only a few years old.

Check in the event viewer for any diagnostic that might give you a clue as to what is happening.

i did that and it restored successfully sadly my pc still reboots while starting up mw2 this is the only game its happening every other game is running perfectly

Yes I also have this issue, and thought was just me. Count me in, my PC restart when I play MW2, so strange when all other games run fine. MW2 only one that cause PC restart.

Nothing to do with Temps as all is normal 55c while gaming so explain to me that 55c is gonna restart pc randomly. Don't think so, and tried all fixes on my end does not fix anything. Its MW2 and its annoying.

I know software issues can cause crashes/reboots without hardware issues. I don't really have any suggestions other than check what is running, and try to close things you don't need before starting the game.

Do you have a ssd or a hhd for storage. If it was me the next step would be a fresh install of the operating system. What are your computer specs including power supply watts.

If it's a software issue other than windows, and the software causing it is reinstalled it will probably return even with a fresh windows install.
