I reinstalled because of the new season, and I face the same problem, in discord it works normally but in the game it doesn't
I managed to solve it, apparently the mic mute was activated, try to press F9 and F10 and during the game and do the test
pressing them and leaving the lobby voice menu my mic works but when I join back it does not
In game menu, click the headset icon. From the list of parties, select lobby, and then select F9 to join. Make sure you don't have your mic muted. Double check in Windows audio and settings that Steam/COD app gets control of your mic, and make sure your headset's microphone is set as default recording device. Select the listen option in windows audio settings to verify you hear your voice. Do the same thing in the game audio options for microphone test.
It could possibly be a NAT type issue. In game settings, "network", what does it show as your NAT type? Ideally, you want to be "Open", but that's only possible on many PCs by exposing your PC through your router's firewall. Mine is in DMZ to get "Open". A Moderate or Strict NAT can limit voice chat and also your matchmaking pool.
I'd suggest looking hard through your windows audio settings. Use the classic dialog boxes, and check all tabs. There's more options there than the mobile style settings app. My friend had a similar issue. His problem was that his microphone was not set as the default recording device, and it switched on him every time he tried game chat. Discord worked though.
I don't know what your issue could be then. The only other thing that comes to mind is perhaps you have a comms ban.
I submitted a ticket to cod support, I dont have much faith but oh well
