I not sure what controller button combination is used to bring up the EULA's in game but i have accidentally or unintentionally brought up the EULAs in main lobby/start screen multiple times - that is what is cause of the corruption of those files imo.
EDIT: so after running verify game files just to prove onedrive is not the problem (at least for me) and knowing i havent unintentionally brought up the EULAs screen since last time i ran verify files, guess what?
38 files failed to validate
Are game updates causing this?
Why is game running for me if those files relating to EULAs are corrupted?
How can i see or find the names of the files that get redownloaded/corrupted?
EDIT 2: so after verifying game and redownloading 38 files i launched game, agreeed and acknowledged the EULAs, game restarted to main lobby and then i just closed game. Runnning verify game once more found 38 files that failed to validate again. This means after agreeing to EULAs game files get corrupted by other game files. Something broken in game files is breaking other game files. MWII is just a bug ridden mess. Game files NEVER verifying proves something major is wrong and Activision have known about this literally since release on PC and have done nothing so they must think it is okay and we can just ignore. I disagree. The EULAs are there for legal obligations and if simply agreeing to them corrupt game files then this is not okay.
