It certainly does mean the player has more experience than you.
Being good in a video game like this comes down to reflexes and map knowledge. An experience player usually has latter and if he has first as well, he will dominate you.
Why do I even need to explain that more experienced equals more skill ? What exactly makes you think someone who clocked in more hours than you would generally be worse than you or the same ? Majority would be better than you, unless you are some sort of pro player, which would mean you easily already have a top level already anyway as someone only becomes a pro, by putting TIME into it.
Its shocking how people on here aren't aware of the term " Experience " and how this affects every area in life. I assume players like you are just way too young and " inexperienced " to know how important actual experience is.
A 250 level player has more skill than a lvl 60 player. Generally speaking that is.
Provem me wrong. Show me how you play with a team of lvl 60 noobs against a team of 250 lvl players and how you dominate them.
Until you have a better and more reliable way of measuring skill as a player in this game, keep it to yourself. I keep getting dropped into matches with max tier players, this clearly proves SBMM is not working at all.

lvl just tells you he should know the game not how good he is.
I played the season 1 update extremely late so everyone I saw was 150 - 250 and didn't struggle once.
Brain issue I guess.
Its not SBMM. Its engagement based. Its designed to make everyone have consistent wins and losses. It doesnt actually match you against players of your own skill. They are going to feed you players who are significantly worse when you have a few bad games, and they are gonna feed you to players who are better than you. Its even worse if you are really good at the game because you start getting fed to people using soft cheats.
Also keep in mind most "sweaty" players are using some kind of cheat or exploit to avoid sbmm, such as reverse boosting or VPN/geolock abuse.
The MANY missions available per sessions is also about your choice as to which mission you will take. If you're headed for a bounty missions, and just before you arrive the enemy snatches it from you. Ie. Not visible on the map anymore, it's your choice whether you engage them. Or get the f out of there.
You have multiple choices per scenario. Your skill of getting in and/ or out is what will be tested first and foremost everytime.
If you can't take the heat, get out the kitchen.
However in the past CoD games they introduced BP guns that were rather good. You still get them for free with or without BP though.
