So this game isnt banned in Russia?

Battlenet is banned in Russia. So i found out so many Russians in game in MW2 and Warzone 2 LATELY. Yep,they are playing on steam because battlenet is banned in Russia. Isnt this steam is doing against Activision's policy by allowing Russians into the game thro while they are banned by Activision itself.
