can someone explain on demand texture streaming to me

so i have an RTX 3080, I9 9900K and 32 gb ddr4 ram for the most part the game runs great at max graphics 1440p but i have this random issue it make only happen once a game sometimes doesnt happen, but the game will just have a quick freeze usually at the worst moment. its lasts probably on fifth to a quater of a second but its getting really annoying now.

i see a bunch of posts saying on demand texture streaming turned off can fix it but i dont want the game looks like ass just because of a hickup. i cant find a single image showing a comparison of the two side by side so i dont know how much worst it looks with it off.

If you have a 3080 i wouldn't worry about your game looking ass, all on demand texture streaming does it take a bit of the load off of your gpu and streams some textures using your internet

so do you think i could turn it off and it not affect the visuals all that much?

It would make no difference to your graphics, i'm using a 2060 and i can play it without it
