Shared progress?
So I played quite a bit of the campaign on my desktop and I wanted to continue and play a bit more while I have time but on my laptop but after loading in it wants me to start a new game... is there a way to pick up where I left off? I am signed in to the same steam account on both... you would assume that it would just let me continue as the desktop and laptop are both signed into the same Microsoft account and steam account... ffs.

It uses whatever Activision servers for saves.

Just wanted to confirm that I am having the same problem. Moved to the living room to play it on the big screen to find that I'm back to square 1. This took me by surprise.

You need to start a new game up to the first check point, then replace the save file. I completed the campaign after doing this, the steam achievement popped but the game didnt register I had completed it. So Realism didnt open. Such a basic feature to screw up really.

It doesn't use Steam cloud for saves. It uses Activision servers and local storage for saves.

I started the game from work on my laptop and my desktop at home didn't have the save there. I REALLY hope this isn't going to be an issue at launch with multiplayer. It wasn't for MW 2019, but if the Steam version is messing with it that's gonna be annoying. I guess we all just need to wait until the game fully goes live to see if it's related to the early launch of the campaign.
