Hide in the tower until the last dude somewhere in the level climbs the rope, and THEN you can go down. Pop a smoke or two because there's gonna be 56 invisible snipers killing you in under 3 seconds.

You won't be able to go down even if he tells you, you'll see some random dude go up the rope if you keep an eye out, and then you should be able to go after this one npc goes down

This is absolutely infuriating: I've reached this point in the mission, died and reloaded dozens of times, restarted the whole mission, and still I can't get past this point in the game. Ghost and Gaz are in the way, I tried crawling, around them, and I even managed to miraculously reach the rope a couple of times, but then there is no button prompt to climb down the rope! I tried pressing all the action buttons, even tried to jump off the wall, but nothing works. This needs patching ASAP... [EDIT: I reported the bug on Activision's website, although I'm pretty sure I'm not the first.]
