Game wont start. Says Im running windows 8 while I have Windows 11 installed

I am currently running the most up to date windows 11 version, and have had Windows 11 installed for about a year now. When I launch the game it says that I am running windows 8 and I need to install windows 10 1909 or higher. I would assume the most up to date Windows 11 would work but apparently Windows 11 is the same as Windows 8 according to Activision. Does anyone know how to fix this other than buying windows 10? Id rather not buy $60 of software to run a game that cost me $60 (all because of what im assuming is a bug)

Right click properties on Steam.exe --> turn off compatibility mode. Do the same thing for MW2 in program files. That should fix it.
