I'm on a ryzen 7 3700x, rtx 3080 10gb: 100+ fps (I capped it to 70 because else my room will turn into a oven) all maxed out in 1440p.
The cpu it's not the problem.
it still doesn't prove correct work of cpu with mw2. just read other threads and u will see
People on beefy intel cpus are having similar issues, tried updating the chipset drivers specially x570? bios update? once you do that, you can exclude the cpu.

UPDATE AMD CHIPSET DRIVER
INSTALL NVIDIA DRIVER VER 522,25
Seems like stable fps, but GPU still using 30-40% of memory. 105-115 fps on ultra high or ultra low 640x480 settings
