It is not ok to finish a game and then refunding it, that is basically stealing. Oh well, glad they didn't refund you. Battlefield 2042 was a different story that game got released broken and steam made an exception to it.
Plus you also mentioned that you refunded other games after playing them during early access, so this isn't your first time to try to cheat someone.
I dont do that at all.I dont even preorder games, usually. but if I did that it wasnt really abusing things, its just testing a game to see if it is really worth the price or not.

Refund above 2hrs mark (we are pre-orded chads = early access adopters) only possible if game broken even after few patched within 2 weeks after release (i heard mates with 40hrs of 2042 managed to get refund). But you completed campaign so... nope)) Enjoy multiplayer with us.

Asking for a refund after finishing the campaign and playing 18 hours sound a bit like you are trying to get content for free;
I can guarantee you with 2 hours of playtime (enough to give you an idea about a story that lasts around 8) you would have got the refund.
