Yeah, I agree that COD points should be carried over at the very least.

So if I bought the game on Battle.net, and I decided I didn't want to use the launcher because of bug issues, would I be able to download it from steam without having to purchase again, or would I have to rebuy it?

That's a different scenario. You will be able to log in to your BattleNet account.
The OW2 Store Page states: 'Requires 3rd-Party Account: Battle.net Account.'

If OP buys the game again on Steam, then he will also be able to log in(Activision Account). However, I wouldn't recommend this option since your profile will get logged out (game will close) when Steam servers are down or if the game loses connection to Steam.

The steam servers only go down for like 2 hours on a weekday morning though, don't they? Also, the benefits of getting your game on steam is that it's now on steam, and nothing's gonna mess with that; steam will always be there, and will always work.

I also prefer having it on Steam(every game), but the profile sign out is pretty annoying, especially while you're in game. You can't rejoin ranked matches and you do lose points + cooldown. For those not playing ranked is not a big of a deal.

And yeah, there is always a maintenance on Tuesday night, usually around 1am or 2am(EU). Takes around 5mins.

Additionally, as I mentioned, if the game loses connection to Steam for a split second, you get automatically logged out. I always check afterwards if Steam is down, but that's never the case. The problem is on Activision's side, nothing to do with Steam.

many people on Steam facing the same problem:
