I don't understand how people think it's cheating, you would probably have a hard time playing Titanfall 2 "oh no theyre wallrunning thats cheating"
What should be removed is skill based matchmaking.
But it was not and them removing it makes it seem like it was an unintentional thing to begin with.
Most games have pretty clear rulings: abusing glitches for your advantage can (note: "can", not "will") lead to one or another form of punishment, up to permanently banning you.
"Glitch abusing" is part of the parasol term "cheating", so yes: it's cheating.
