Report a translation problem
Restart your steam. If a beta client doesnt appear, restart your pc and try again
Look for it in the uncategorised section of your library. If still no joy try this link below.

You can also use a browser and type in the URL: steam://install/2075730
It will trigger the Steam client bootstrapper and just click open in client and it should just start downloading.

One last question. An icon for the regular game is showing in my Library list, but Steam didn't prompt me to download anything when I purchased the Vault edition. Is this normal until the game actually releases? Is that when I'll actually be able to download it?
You already have the pre-load. That's all you need.
Its the same client. There is no separate Early access and Open Beta clients.
