I'd recommend just razing the cities, or looting them rather than occupying in the early game.
Pharaoh is definitely harder to just build big army and smash, which i personally like. It makes each decision feel like it requires some strategy to it.
If it's too much trouble for you i'd recommend just reducing the amount that upkeep costs, or plan the conquest better.
I ran into the same issue with my current campaign as I have 3 armies going, but I also just started to trade my excess resources for food because it seems like the AI never want their food as they have too much lol.
Between decrees and "income multiplier" buildings and outposts, you can get enough bronze, gold, and wood going with just one or two territories.
The key to food is stockpiling when the season is good. Get the AI to trade it to you in bulk and sit on it. When you conquer stuff and kill armies, take the resources. With that, you can run a massive deficit forever if you need to.
Advice to have more armies:
1)do trade agreements every 5 turns with everyone you known since beginning in turn one, and only stop trading with the faction youll invade and conquer next turn.
2)Always create two forts in the outposts of the region you start, and one fort more for each important settlement you have, use the forts to have 10 units inside, will cost 50% cheaper to maintain while they are in fort.
3)Create 1 outpost of commerce in each region, and visit it woth all generals every 5 turns if you can, this will lower maintenance for -20% for five turns.
4)Trade bronze and gold for food with the factions than need more bronze or gold and arent interested in food. Trade until you have every resource income positive.
5)Trade the excess of food to obtain more stone and wood and level up buildings than give you more food.
6)Priorize missions than give you gold or bronze, usually has better trade options to get more food.
7)Keep your better units inside forts, they are more expensive and they will be very valuable protecting the region.
8)Use the egyptian court to get -60% maintenance reduction for 10 turns making a petition to visir.
