What is the point of the Kaska Invaders

Been playing as Suppiluliuma and these guys keep spawning in. The don't attack my settlements, they don't attack my outposts, they don't raid, they just wander through my territory going gods only know where.

Why?

Then your situation is 'too strong', usually they wipe outposts of mine. Think the purpose of them is to be an annoyance to the player and opportunistically attack settlements only if their weak. Personally I use them as a resource farm, their spawns are set, so of you camp in the right pos you can take them before they become anything more that a resource

I'm not sure how I was "too strong" these were settlements with just the basic garrison, They didn't even attack the economic outposts that can't defend themselves. They would just spawn in run the entire length of Hatti and leave

Well, the basic Kaska stack thends to be tier1-3 units and about 7 unit strong. That's pretty weak. The AI usually estimates it's chance of winning a battle, if it thinks it can't win it doesn't attack. A deterrent is if your garrison is equal in size but bettet quality already. You can funnel the Kaska, Libu etc. into enemy territory by exploiting this

I didn't think the garrison stopped the AI attacking outposts - particularly the shrines/economic ones

Ok, no, I don't think they should stop them from attacking those outposts. It's wierd, what difficultybare you using?

Just on normal, I made no attempt to defend the north, just watched endless waves of Kaskians wander unopposed through my lands and off into the fog of war, ne'er to be seen again.

For me the Kaska experience is also kinda meek and meh. But they do occasionally burn outposts, not always, but occasionally. I wonder if it's down to the difficulty.

Curious myself, i cleared the top of the map as the seas people and now down in egypt burning everything and these guys and other hordes are just sitting in the same location or rarely shifting to another spot for the last 100 turns or so, i don't think they have any behaviour tied to them when the area is razed.
