Amenmesse confederation issues

I'm hoping to get the confederation cheevo along with the full Nile achievement. My issue is that my weakened enemis don't want to hear about confederation. Any tips?

Im also trying this out but giving the game a rest at the moment to play some other games that have been sitting on waiting list for a while.

The full Nile acheivement will probably mean you need the Akhetaten the heretic legacy to colonize Akhetaten which is on the Nile. You cant colonize it any other way.

Just issue an ultimatum. It lowers your reliability, but only a bit and only temporarily, and I've had factions submit to confederation ultimata at -50 deal evaluation - given the military situation is sufficiently skewed against them.
