You simply select the general who is high priest and move them to shrine / city and you will get a pop up. What im not sure of though is how many times you can do it per year. For the treasurer you seem to be able to do it once.... but to be honest i dont use these positions enough for this gain, i usually want the legitimacy.
EDIT: OK, ive double checked with the high priest, you need to select him and then select your capital city in a province. It must be done in sacred land to get the bonus. IE: if Egyptian, it must be in Egytian sacred lands. Your cursor should change to cross-heirs, and if you select you will get a pop up for a ritual for 400 gold.
EDIT 2: OK, ive playe da little bit with both Treasurer and High Priest. Treasurer can go to any place (Cities or towns) in sacred lands once each place per Shem Shu Hor (6 Turns). The High Priest can do any place with a temple once per Shem Shu Hor... so this is a city. Can do multiple cities but each one once per Shem Shu Hor (6 Turns)

Yeah thats OK, in fact you made me wonder how i could improve... i was scrapping around for gold and wasnt using priest either as was having him in front battle lines.... am wondering now how many temple cities i could get him across in 6 turns to get maximum efficiency...
