How to to unlock: Intrepid Reformer Having chosen Muwatalli's Ancient Legacy, max out 3 vassals.

I have tried for 3 ocasions but couldnt get it, as I also do not know what is the meaning of "max ou of 3 vassals"

Get the relation so high that you get the maximum possible favour per round out of them.

I have completed 3 campaigns with that Legacy, using my vassals in my wars and defending them in their wars, always traded with them, gifts ... They never got above 5 pts ...

I got it on legendary doing nothing special just leaving them alone with no resource demands. Didn't even know it was an achievement tbh

I didnt demand any resources either and I also play my campaigns on legendary.

Do you remember what was their relationship score?

Pretty high but I wasn't really paying attention to it. It probably helped that I dragged them into a bunch of wars and spent a lot of time murdering people tho

It takes a certain diplomatic know how. Be sure to check what factors are helping and infirming your relationship. Make sure your vassals are separated by some distance and not clumped up together. In the worst case gift a region to your vassals while making sure they don't hate each other. Good luck.
