Sounds like hes died before a civil war started in your case? If so, just hang for a few turns, someone will take the spot who has the highest legitimacy at the next Shemsuhor. If civil war has broken out then the top spot will remain blank until one pretender wins a legitimacy race. I think its base about 12 turns if i recall correct and then 3 turns get added for every pretender who joins in to the royal rumble.
I'll just go back to slaughtering Canaanites in the Sinai, then. Hope someone calls to let me know in whose name I'm slaughtering in.
And if anyone would like to consider me for the top job, please let me know! My legitimacy is low and I'm something like 3rd on the list of successors, but there was a guy who was Pharaoh before me and he had the same name, and that worked out.
To start a civil war the pretender needs 3/4 of the current Pharaohs legitimacy. The AI or you can trigger this. Once civil war has been started anyone can join regardless of legitimacy.
OP could have hit end turn and would've gotten a new pharaoh. It doesn't really matter who the Pharaoh is or isn't, because its already been decided and at the end of the civil war. The one with the highest legitmacy will be able to claim it. Landmarks > Sacred Lands > Monuments > Battles, seem to be the meat of the formula for becoming highest title. Vassals may play a big part, but I don't know.
I'd like to see Seti have a 50/50 chance of getting it somehow though. Have him get it, so I can take it from him. Of all rulers in the game, I think he is the most deliciously offensive. His fast recruitment times, humongous unit size, make for a choice mid game. I would love to see Seti take his rightful place as the 2nd Pharaoh ingame.

edit: what minor faction besides Merneptah(sp) inherited Pharaoh in your playthrough?
Nah, I haven't seen them in my games become Pharaoh. Its not even close, Amenesse gets it everytime. That minor faction that Mennefrie is in just gets ignored once it loses Pharaoh. Its still powerful but I seen Amenesse come right up and take Mennefrie and other cities in the first civil war.
I have been attacked by Merneptah if I grow too fast as a faction (full expansion policy);
I have been passive (just accumulating buildings) where usually Seti becomes Pharaoh; and
I have tried being a trading faction and usually Twosert becomes Pharaoh.
I've tried the sliders and knobs to see if anything fantastic or out-of-the-ordinary changes, and it has been pretty consistent for me on the grounds listed above.
Notably, I have had one incredibly strange campaign where a minor faction of Egypt had more power than Seti, Twosert and the player (myself). I don't recall the name but it was the dark blue and green flag (dolphin (?) symbol).
