While Pharaoh has 300 players, Empire has more than 2000. Making an effortless profit is the only explanation for Pharaoh!
So we'll probably never see an Empire 2. Or at least the Empire 2 we'd like.
There is an Empire 2 mod. Not sure what that is like?

It is an opinion I respect. But Empire, as Shogun 2 and Attila need scalable UI up to 2K or 4K to be perfect.

Or Empire 2! Even more than Medieval, Empire deserves a sequel, there are many possibilities to be explored, which are not fully developed, maps of South America, Africa, Asia. Wars of independence in the various colonies, or the unification process in Italy and Germany.
