You can switch them off or reduce / increase their strength in the settings if you want. Just note that they are at war with all the other factions as well and the other factions will actively try to take them out. This can be used to your benefit.
It is possible to have very low upkeep or free armies in your territories, you need to understand and stack your building and outpost bonuses. In many of my games i have so many armies on guard that the AI wont dare to attack unless forced to.

Turn 1 - 30 Clear Seas (no sea people)
Turn 31 - 42 Weshesh Wave + Libu / other land tribes begin
Turn 43 - 54 Shekelesh Wave
Turn 55 - 66 Lukka Wave
Turn 67 - 78 Teresh Wave
Turn 79 - 90 Denyen Wave
Turn 91 - 102 Ekwesh Wave
Turn 103 - 114 Great Wave Lukka, Denyen, Shekelesh, and Weshesh
Turn 115 - 126 Tjeker Wave
Turn 127 - Until end of game Clear Seas.
Turn 140 - Cut screen announcing end of sea people / victory points for surviving / achievement
Each cycle is 12 turns for each wave, 8 in total. 6 turns incoming, then 6 turns invading.
Unlike Thrones of Britania the invasions of sea people are not the end point of the game. It's even a happy surprise the first time you play it. Indeed, you can set up the invasion in the options.
On Normal and lower they will just stop spawning.
On Hard and above their latest invasion forces will respawn a total of 20 times each.
On all difficulties the turn-140-event will set you at peace with them and you need to redeclare war if you want to eradicate them.
They don't attack other factions, at least they didn't in my game. Every Sea people stack traveled inland into my territory and just started razing my settlements. there were at least 5, and I had already given it everything I had beating 6-7 of them before they completely took my coastal settlements. There was not a single sea people stack in my neighbors territory, which went untouched.

This isnt overly important but just to give me some context on your situation.
Yes, when you defeat the great wave around turn 100ish. You can however turn them off entirely pre-campaign.
I was playing Irsu normal/normal no campaign modifications or workshop mods.
