And even the light spearmen of Tausret are easily on par - if not better - than the Lower Egypt ones. Queen's Guard plays whack-a-mole with an unit of Lower-Egypt swordsmen.....
And Amenmesse just kills stuff on range.....and has reasonable sword-/spearmen as well.
The unit-size might sound silly at first, but once the Decrees clock in (+10 & +15%MD) you'll notice the difference. I think the lower unit-sized guys could have a tad bit armor, as their unit card looks better armored.
^^ above: all their armor-quality is considered good....
It was different in gunpowder based TW:s where greater numbers was actually a major advantage. But for melee, numbers are really second to stats.
And yeah it is not a bug. It is very much intentional.
The Upper Egyptian units have less entities in their T3 and T4 melee units. They don't have better stats compared to Canaanites or Kushites, while still costing the same in recruitment and upkeep, which makes them pretty much underpowered.
Lower Egypt has bigger numbers, but they seem pretty balanced, since they have worse stats compared to other native units from other areas, but more HP per unit (due to more men) means they can hold the line for quite some time.
Main part of the lower Egypt units is they suffer from Low Morale and/or Weak Vigour making them tire easily when compared to the more loyal Upbringing in upper egypt.
