No, if you read the EULA, you are paying for accessing to the game, you don't owning the game. At anytime they can remove the game or not release dlc if they want.
Sega as the publisher are actually ultimately responsible for the release. And, they're certainly not an EU company. (for reference, 'SEGA Europe' is based in middlesex UK)
But, failing that. Even if you was to sue CA for some mythical wrong doing. It's a UK company. Which, is also not in the EU.
The Sofia studio is a branch of CA, but head office, development direction, management team all based in the UK. It's the UK CA that is in charge here and ultimately responsible for passing the software to Sega for release.
But, even then. As pointed out above. It's all covered in the EULA, you don't own the software, you buy a license to access it. CA could drop it tomorrow with no legal come back. (although, i don't think it will)
They most likely already have the DLC finished because we already know in the files there are files of a dlc already in it so CAs plan is to most likely do as littler effort possible and spend as little money as possible to release the dlcs they already have made so they can make there losses there already going to have with this game as small as possible it's just the smart thing to do there already going to loose money why not try to make that amount there loosing even smaller.
