It's based on the pillars of civilisation mechanic. The more destruction and war, the more raiders come to exploit the chaos. Keep settlement buildings high and avoid razing.
It's the little slider at the top of your campaign map, under your leader portrait.
The pillars of civilization does reduce their impact for sure, they get a lot of buffs with the mechanic and makes them more likely to attack. But i do believe they finish by turn 140, happy to be proven wrong though.
EDIT: To clarify, it is an item in the victory objectives at the top of the screen, survive the invasion of the sea peoples - survive to turn 140.

Yeah it helps if you are in prosperity, in crisis they become alot stronger and you will likely need to kill them to the last man.

This makes sense, as raiders were not capable of taking full on imperial armies on their own, and they became much more destructive as the time progressed, and fielding big, organized armies became much more difficult.
Had a very successful run this time around so i don't think they are going to stand a chance. I built tall and only have 4 provinces. Have 1/2 million food, 50k of bronze and 40k of gold in the bank and myself a land people rock slide wave of 12 full stack armies and each one costing about 50 food each in upkeep.
I sort of wanted to but kind of got more engrossed with maxing out efficiencies in the 4 provinces i had. I saw people complaining the game was a food shortage simulator and wanted to prove that wrong.... i'm not short of food that's for sure.
You need to maximize unit upkeep reductions, unit recruitment cost reductions and resource production and stick all your bonuses on and do all the right research. I'm also using the Hatshutput legacy that generates plenty of resources too, but i t think i could do just fine without it.
When you make your armies you just stand them in the provinces that max out you upkeep reductions and use the outpost buildings every few turns to keep the bonuses applied. You basically have free armies. If you take all your armies out of your provinces at the same time you will feel the large upkeep hit, you don't need to go anywhere
Bay will be your man as he strong with resources and diplomacy. You can also power up the research tree with his special, you will have most of the royal decrees research tree unlocked by turn 100. I have recommendations for your army builds and research path but will let you figure it out unless you ask. If you are going with Irsu then the approach there is going to be a bit different, ive not played him yet to figure out his best strategy.
