The game then multiplies the number of the key cities at each level to determine the score.
Calculates as follows; Tier 3 = 10 Civ points, Tier 4= 30 Civ points and Tier 5 = 50 Civ points.
So rebuild and protect civilization and you get the meter back up.
No problem, if you mouse over the little civilization bar up top it drops down. If you click the little picture above the 3 colour bar it will take you to the pillars of civilization page. If gives you the breakdown of everything there. Including buffs / debuffs, chances of disasters (Earthquakes, drought, plague and so on) and positive events (Bountiful harvests etc), the current active effects / disasters, cult center score and breakdown, blah blah blah...
