Because i don't see any of their points bar change at all.
in German it's called "Zielvorgaben verändern" und "In Bauen Investieren" (translation in German is ziemlich schlecht ;p) and yes, then you can choose out of 3 choices what you want their point target to be. And this can cause, for example, that they require other things not previously required, not the first region you draw from, but the more advanced ones (on the map). These decisions (the leveling up of Zielvorgaben) is the primary driver of profits in this game. As you can level your early, level 1 aspirations, all up to 2 and beyond and thus gain more money assuming they make the grades.
And once you reach higher "Zielvorgaben" you will need to invest those points to still have room in the class plan for fire drills etc.
by the way, this gameplay mechanic also allows you to move sport and arts OUT of their required learning targets. So it is entirely up to you ;)
These points only increase how fast the students can learn - they still need a teacher that has adequate skills for it to actually matter
This doesn't affect the students already in your school, it only affects new students who apply to your school after those changes. Think of them as base stats. By investing in them the new students you get will have higher starting stats than the ones you have been getting up to that point
No, quite the opposite. The more you invest in their Humanities/Science/Arts/Sports the less the new students of that area will need from the teachers.
What will make them need better teachers is if you invest in their aspirations and have them change from a 1star college to a 2star for example(the bottom middle option, it will give you 3 choices to make the students of that area aim for better colleges with higher requirements)
