Persistent bug when hosting online games

Details: When I host a game in online multiplayer certain things are already researched when the game starts along with some weird AI behaviour.

-Every god starting already has the first wood and gold gathering tech researched. (Gaia also has the first farming tech as well i believe)
-Playing as Hades starts you with the free gold technology (the one that gives you x gold per second)
-Anyone playing as Thor has ALL armoury improvements already researched (attack, hack, pierce)

In a full 12 player game(3v3v3v3) the AI #11 and #12 will always, ALWAYS target me no matter what (If requested i can make a quick video on this as well to showcase this)

This is currently happening in EVERY game I host online no matter what. If I start a single player skirmish map there are no problems what so ever. I have not downloaded or installed any mods and verifying game integrity has not fixed the issue. Restarting the game has not fixed this issue either. I have yet to try reinstalling to see if it fixes the issue.

For additional context before this issue started: Me and a friend like to just play us vs AI. We have had typical sync issues and drop outs over the many games we have had. So we will have full games of 12 players typically 3v3v3v3 or 2v2v2v2v2v2.


Potential cause: At one point after a sync error or disconnect I went and started a new game like normal from multiplayer. I noticed that instead of it saying ALL MAPS it had the name of a save file but I just changed it to ALL MAPS. This is the only thing i can think of being a potential factor because you cant access saved files unless you start the lobby with that selected and is the only thing that stands out. My friend when invited doesn't need to download anything to start the game, we can just start like its a normal game we are trying to play.
