Ofc in maps where you can build more than 3 TCs it's gonna be a lot, but on small maps the pop cap should be really low, similar to the old versions.
Maybe this could be solved if they would limit the popcap at 300-400 and the TCs would give different popspace depending on the mapsize. The less TCs on the map, the more popspace they provide.
AoE2 pop limit in 1999 is 200, nothing to do with 'old pc hardware'
Balancing factors such as myth units and one of the first (if not the first) AOE games to feature unique playstyles for each civ likely influenced the decision
