They should go for let's say 7 civs maximum with god packs.
If they are interested in other civs concepts - there are tons of mythologies across the world - I dare say they should release an Age of Mythology 2 and represent those in it without necessarily representing legacy pantheons as well.
personally I'd go with
maya or aztec, a great north american tribe(maybe the Mississippian culture) and inca for america
asia needs india, persia and maybe japan(kinda the same mythology as china) or indonesia
europe only clets and slavs
africa mali or aksum(ethiopia).
This won't happen but maybe we get 2 of these extra but I'd say that's the max.
